[Sharing City Seoul] First establishment of the ‘Private Shared Bicycle Operation Standard’

The Seoul Metropolitan Government announced that it has initially set up a standard for the operation of a private shared bicycle in the nation’s municipalities.

 

□ In recent years, shared bicycle companies, which are emerging as new business models for a sharing economy, are preparing to enter the domestic market. It will prevent adverse effects, such as safety problems caused by poor management and damage to the beauty of the city caused by neglected bicycles, and will create an effort for mutual growth.

○ At the same time, the shared bicycle business has been growing rapidly in China as a new model of a sharing economy based on its advantages such as user convenience; however, various problems were also exposed in terms of user safety and bicycle management.

○ The Seoul Metropolitan Government’s operational standard specifies the minimum guidelines to maximize the advantages of these shared bicycles while preventing the revealed problems.

□ The city of Seoul has signed a pilot operation agreement with “MAAS ASIA”, a private shared bicycle company, as its first runner-up last November 9, and will direct the project before the actual operation. <Respecting the autonomy of business owners and citizens by following the three basic directions (citizen safety, city sight, and public nature)>

□ Recommendations include insurance application, security deposit, service quality, and ensuring business sustainability, etc.

□ While it is only a recommendation to sign up for an injury and property insurance in case of bicycle accidents, likewise to prepare a security deposit measure to prevent financial losses of citizens, if the business has not applied for an insurance, or cannot provide a security deposit, it must duly inform the user beforehand.

□ Other recommendations include arranging in more than 20% of the bicycle operation scale for marginalized areas, establishing a system for the shared bicycle operation, and sharing of the operation status of the business for confirming business integrity.

□ In addition to “MAAS ASIA”, the Seoul Metropolitan Government plans to expand the pilot operation to private companies preparing to operate shared bicycles in Seoul city. The final agreement will be managed through a trial operation and will be reasonably coordinated with private business operators.

□ Kim Seong-young, Head of the Bicycle Policy Department of the Seoul Metropolitan Government, mentioned, “When the three basic directions—citizens’ safety, city sight, and public nature—become a prerequisite, the private shared bicycle project will give a new value to Seoul’s urban transportation,” and, “we will do our best to make the shared bicycles safe and harmoniously rolled out, while respecting the autonomy of private business owners and the citizens.”
